Rhode Island T.F. Green (PVD) Airport Roof Replacement and Re-Caulk

*Amendment 8 to solicitation 697DCK-25-R-00442 was issued on September 16, 2025. The purpose of amendment 8 to incoporate a Drawings Clarification list document and extend the Proposal Due Date to September 18, 2025 no later than 1700 ET. All other terms and conditions remain the same.

*Amendment 7 to solicitation 697DCK-25-R-00442 was issued on September 12, 2025. The purpose of amendment 7 to incoporate a revised Specifciations Document (Attachment 5). All other terms and conditions remain the same.

*Amendment 6 to solicitation 697DCK-25-R-00442 was issued on September 11, 2025. The purpose of amendment 6 is to extend the PROPOSAL due date to September 16, 2025 no later than 1700 ET and to incorporate/attach Questions and Answers and the Site Visit Attendee List.

*Amendment 5 to solicitation 697DCK-25-R-00442 was issued on September 9, 2025. The purpose of amendment 5 is to extend the PROPOSAL due date to September 15, 2025 no later than 1700 ET.

*Amendment 4 to solicitation 697DCK-25-R-00442 was issued on August 28, 2025. The purpose of amendment 4 is to extend the QUESTIONS/RFI due date to September 3, 2025 no later than 1700 ET.

*Amendment 3 to solicitation 697DCK-25-R-00442 was issued on August 21, 2025. The purpose of amendment 3 is to incorporate and attach PVD Drawings and Specifications documents for this project.

*Amendment 2 to solicitation 697DCK-25-R-00442 was issued on August 20, 2025. The purpose of amendment 2 is to establish a new proposal due date and time of September 10, 2025, 1700 ET.

Amendment 2 will also add a Site Visit Date and Time of August 28, 2025 at 9:30am. To register for the site visit please send an email to Sam Culberth (sam.g.culberth@faa.gov) with name, number, email of site visit attendees no later than August 26, 2025, 1700 ET.

Amendment 2 will also update the Questions due date to August 29, 2025 no later than 1700 ET.

*Amendment 1 to solicitation 697DCK-25-R-00442 was issued on August 18, 2025. The purpose of amendment 1 is to extend the proposal due date to September 15, 2025.

The Federal Aviation Administration utilizes the Acquisition Management System (AMS) in place of the Federal Acquisition Regulations (FAR). This requirement/solicitation is a total small business set-aside. This is a Request for Proposal for the replacement and caulk of the Air Traffic Control Tower and various buildings located at Rhode Island T.F. Green International Airport (PVD) in Warwick, RI.

The contractor shall provide all labor, material, services, permits and equipment necessary for replacement/repair in accordance with the attached Statement of Work (SOW). THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM SIZE STANDARDS (NAICS) FOR THIS REQUIREMENT IS 238160 – Roofing Contractors. The size standard for the NAICS code is $19M. The FAA intends to issue the NTP within 45 calendar days after contract award date.

For this requirement the contractor must provide all pre-construction (initial) submittals needed to issue the NTP to the FAA for review/approval within 21 calendar days after the contract award date. See specifications for list of initial submittals. *The FAA reserves the right to issue the NTP before or after the aforementioned 45 calendar days. The FAA anticipates an award of a Firm-Fixed-Price contract type for this requirement.

The project size for this requirement is estimated to be between $750,000 and $2,000,000. IN ORDER TO DO BUSINESS WITH THE FEDERAL GOVERNMENT YOU MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM). SEE AMS CLAUSE 3.3.1-33 "SYSTEM FOR AWARD MANAGEMENT" (JULY2018).

Milestone Dates: All questions regarding the SIR should be submitted in writing via email to Sam Culberth (sam.g.culberth@faa.gov) no later than August 29, 2025 1700ET. See page 1, block 13 of this solicitation for the proposal due date, any proposal received after the proposal due date will be deemed non-responsive and will not be considered for award.
