Amendment 0003 - 11/18/2025 See formal SF30 Amedment titled 6973GH-26-R-00028 Amendment 0003 in the attachments/links section. This admendment makes changes to the soliciation as detailed on page 1 of the amendment which states: The Purpose of Amendment 0003 is to do the following:

1 Extend the due date for bids from 11/21/2025 TO 12/02/2025 by 4pm (CT) 2. Incorporate SOW-ZOA ARTCC Lighting Replacement Project dated November 2025 3 All other terms and conditions remain unchanged and in full force and effect. RESPONSE TO RFI ATTACHED All offerors are rquired to acknowledge Amendment 0003 on page 2 of the RFQ or provide a signed copy of the amendment (SF30) with their bid submission. If any of the amendments are not acknowledged or signed, the bid will be considered non-responsive.

UPDATE 1 10/29/2025 Please see Amendment 0001 which does the following 1) Incorporate SOW ARTCC Lighting Revised 8.20.25 2) All other Terms and Conditions remain unchanged and in full force and effect.

The Federal Aviation Administration (FAA) has a requirement to REPLACE AUTOMATION, COMM/IFD and HOST LIGHTING WITH NEW LED LIGHTING FIXTURES at ZOA CTRB 5125 Central Ave, Fremont CA 94536 . An award for this requirement is anticipated to be made to the offeror with the lowest priced quote received on or before November 14, 2025, that can be determined fully responsive and responsible. SOLICITATION This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract.

As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award.

Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. A site visit has been scheduled for October 28, 2025 at 10-11am Local Time at the address below. Please let me know 2 days prior if you wish to attend. This site visit is only to see the actual site and not for answering questions not related to the Statement of Work.

INSTRUCTIONS Full instructions for submitting an offer are found in Section L starting on page 52 of the solicitation document. Make sure to complete the following:

(a) Completed SIR document with all pricing information in Section B and (b) Representation and certifications in Section K (starting on page 43) marked with acceptable responses. Submit as a complete document. Do not excerpt and consolidate fill-in pages. (c) Completed Experience Questionnaire attached in Section J - OFFERER MUST SUBMIT TWO (2) EXPERIENCE INFORMATION FORMS . - All projects submitted must have been underway or completed within the last three years from the closing date of this SIR - Projects must be valued at or over $30,000.00 - All form blocks must be filled in to include Customer POC contact information.

PROPOSALS THAT DO NOT INCLUDE A COMPLETED SIR DOCUMENT AND COMPLETED EXPERIENCE FORM DOCUMENT WILL NOT BE ELIGIBLE FOR AWARD

EVALUATION FACTORS Evaluation factors and basis for award are found in Section M on page 57 of the solicitation document. AWARD DECISION The FAA intends to award a contract to the lowest price offeror determined to be eligible for award. The FAA reserves the right to cancel this requirement at any time and without notice.
