-Award Notice: Solicitation - Hanger 9 Renovation at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC) is seeking proposals from sources capable of completing CONSTRUCTION PROJECT: Hangar 9 Renovation at the Mike Monroney Aeronautical Center in accordance with the attached specifications and drawings This procurement is Full and Open The Estimate Price Range: $5,000,000 and $10,000,000 Please read the attached Solicitation in it's entirety and all other Attachments. Follow the instructions outlined in Sections L & M for submitting a responsive proposal. Please include the solicitation number 6973GH-25-R-00132 in the subject line of all email correspondence as indicated in Section L of the SIR

ATTENTION: PLEASE SECTION L.1 OF THE SIR FOR THE MANDATORY SITE VISIT INSTRUCTIONS

Prospective offerors are required to attend a MANDATORY pre-proposal conference/site visit to be held at 1:00 p.m. Central Time, Tuesday, May 20th, 2025 via site visit at the Mike Monroney Aeronautical Center. The conference will be held for the purpose of site investigation and permit general discussions regarding this Screening Information Request.

IMPORTANT NOTICE: Proposals from offerors who did not attend the pre-proposal conference WILL NOT be considered for award. Offerors are allowed to send a maximum of THREE (3) individuals to represent their proposal (to include proposal teams, if applicable). Please advise the Contracting Officer, Andre Casiano, at andre.casiano@faa.gov in writing of your intent to attend by 2:00 p.m. Central Time, Monday, May 19th, 2025. Telephone requests will NOT count as notification of attendance.

The Contracting Officer will send out information regarding visitor/vehicle passes and initial meetup location, no later than 4:00 p.m. Central Time, Monday, May 19th, 2025. UPDATE May 27, 2025------- RFIs/Questions are currently being reviewed and any answers/clarifications will be posted as Q&A Logs !!PLEASE NOTE: The FAA requested questions be submitted by May 22nd, 2025. This DOES NOT preclude offerors from asking further questions. The FAA is REQUESTING that any further questions be submitted as soon as possible

UPDATE June 4, 2025------- There will be a forthcoming Amendment to extend the proposal due date. The RFI/Questions that have been submitted are still being reviewed. Once answers have been formulated, the Question and Answer/RFI Log will be posted

UPDATE June 9, 2025------- Please see attachment 6973GH-25-R-00132 Amend0001 The proposal due date is hereby extended to June 18, 2025 at 4:30 p.m. Central Time. The FAA is still formulating responses to the Questions/RFI posed in response to this project. I will post the Q&A Log as soon as it is available

UPDATE June 13, 2025------- The FAA anticipates posting responses to Questions/RFIs by Tuesday, June 17, 2025 along with an amendment to extend the proposal due date. Additionally, there will be a forthcoming amendment to revise the specifications

UPDATE July 3, 2025----- Amendment 0005 is hereby posted which extends the proposal due date until July 16, 2025 at 4:30 p.m. Central Time An amendment is currently being finalized to incorporate the final revised drawings and specifications, to include a Q&A Log for the remaining unanswered questions and will be posted July 7, 2025.

UPDATE July 7, 2025----- Amendment 0006 is hereby posted. This amendment adds the final drawing/specification revisions/updates in Attachment 1e Revised.Additional Drawings Hangar 9 Renovation_6.26.2025 and Attachment 1f Amended Specifications_Am02_6.26.25. This amendment includes 44 revised/updated drawings and 14 revised/updated specifications. This amendment also includes badge/escort/ramp permit requirement details under Section H of the SIR.

UPDATE July 15, 2025----- The following Question was posed regarding references to Hangar 8 and floor finishing "Are you expecting the high bay area to get a new floor coating? Also, The revised SOW says to paint and restripe Hangar 8 in am02 Do you have drawings for that? Are we to include Hangar 8 at all for this project? Should this say hangar 9?"

Please see attached Amendment which states: The purpose of this amendment is to identify an error in the Specifications regarding Hangar 8 FIRST: "Repaint and restripe the Hangar 8 High Bay floors to match existing." identified at SECTION 010100 - SUMMARY OF WORK in "Attachment 1f Amended Specifications_Am02_6.26.25" was included in error.

This work is not within the scope of renovating Hangar 9. The "Repaint and restripe the Hangar 8 High Bay floors to match existing." work is hereby removed Contractors shall refer to Drawing IN601 which identifies no finish work on the high bay floor

July 16, 2025, @ 8:50 a.m. Central Time--- The following RFI has been received regarding "Bid Option #1" for sprinklers that was referenced on the initial drawings posted with the SIR.

Question: "We are having difficulties locating the updated bid schedule containing Option 1. You referenced in the Q&A (Question 108) that Amendment 0006 would contain new documents, but I was not able to locate the bid schedule there. Can you advise if we are just missing that or if it needs to be issued?" Answer: The sprinklers are to be included in the full scope of work as identified in the revised drawings that were posted with Amendment 0004 and Amendment 0006 which removed references to "Bid Option". Offerors are to include the sprinklers in price proposal for the project.
