UPDATE 01 Released 3/6/2025 The purpose of this amendment to the SIR is to:
- Incorporate Attachments 11 and 12 to in Section J of the SIR to provide further design and specification information; - Provide questions received and FAA Responses; - Extend the offer due date to 1600 (Central) on Monday, 03/17/2025. All other aspects of this SIR and written requirements remain unchanged.
THIS ANNOUNCEMENT IS A REQUEST FOR PROPOSALS The FAA intends to award one (1) or two (2) Firm Fixed Price contracts to the lowest price, technically acceptable for award for each geographic location. The estimated performance time is 180 calendar days after contract award and Notice To Proceed (NTP) after required pre-work activities defined in the attachments to this message. The FAA’s estimated value of this construction project is roughly $1M - $2M, or $500K - $1M for each site if awarded separately.
This competitive award process is a 100% Set-Aside to Small Businesses Administration 8(a) program participants. Offerors must be registered in System for Award Management (SAM) and possess the SBA 8(a) certification letter for their company to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. All documents attached to this announcement are considered by the FAA to be in final format at this time.
A pre-solicitation site visit opportunity has already occurred in the linked SAM announcement. See Section L, 3.2.2.3-63 SITE VISIT CONSTRUCTION (JUL 2024) of the SIR document for details. Requests for future site visits may or may not be facilitated due to availability of FAA resources. Any future site visit opportunities will be posted to this announcement. Requests for private site visits will likely not be considered. Any requests regarding pre-bid site visits should be sent to the POC of this announcement.
The cut-off date for questions received is March 3rd, 2025 at 5:00PM (Central) Proposals are due on March 10th, 2025 at 4:00PM (Central) All updates to this announcement, or amendments to the SIR or other attachments will be likewise posted to System for Award Management (SAM.gov) during this solicitation period.
It is highly encouraged that interested vendors continuously monitor this announcement throughout the solicitation period for changes, Q&A posts, etc., and also check the announcement again shortly before sending official responses.
The following is REQUIRED to be fully responsive to this announcement and eligible for an award: The Offeror must submit the following information with their proposal to be determined fully responsive: - Completed SIR document with all pricing information in Section B and representation and certifications in Section K marked with acceptable responses. - Completed SF24 (Bid Bond) in accordance with 3.4.1-1 PROPOSAL GUARANTEE (JAN 2017) - Completed Organizational Experience Questionnaire (OEQ) attached in Section J which demonstrates the offeror following information: - Both projects are similar scope and/or nature or work - All projects submitted must have been underway or completed within the last three years from the closing date of this SIR - Projects must be valued at or over $500,000.00. - All form blocks must be filled in to include Customer POC contact information.

The FAA reserves the right to cancel this solicitation at any time, for any reason, and without notice. Any costs incurred developing a proposal, attending a site visit, or otherwise responding to this announcement is at the risk of the interested offeror.
