Amendment 0001 to Public Announcement 6973GH-24-R-00081 is issued to extend the close date of the SIR and answer a question from industry.

SEE BELOW:

FIRST: SIR close date is changed from 04/18/2024 to 04/24/2024 SECOND: Please see SIR Questions and Answers (attached). If you have previously provided a proposal and this question/answer changes your proposal, please provide an updated proposal. If it does not change your proposal, please acknowledge this Amendment and state this.

THIRD: All other terms and conditions remain unchanged. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Aircraft Icing with Demo Flights (FAA28359), for Aircraft Certification Flight Test Pilots (FTP) and Flight Test Engineers (FTE) employed by the Federal Aviation Administration (FAA).

Award will be made to the Lowest-Priced Technically Acceptable (LPTA) offeror deemed responsible and whose proposal is responsive to the solicitation requirements. The FAA contemplates award of an Indefinite Delivery/Requirements type contract with 1-year base period with four (4), 1-year option periods. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW.

All interested sources should first attempt to download the attached SIR and supporting document(s). If downloading is not possible, all request for copies of the SIR documents(s) must be made in writing to the attention of Gib Park, Contracting Specialist (AAQ-740), via e-mail at gilbert.n.park@faa.gov. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, gilbert.n.park@faa.gov by 3:00 p.m. CST on April 2, 2024 to allow for adequate response time.

No questions will be allowed after that date and time. Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, April 18, 2024. Proposals must be submitted electronically to gilbert.n.park@faa.gov, and addressed with the SIR Number 6973GH-24-R-00081. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center.

In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 5:00 p.m. CST, April 18, 2024, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
