Screening Information Request (SIR)/Request for Proposal (RFP) The Federal Aviation Administration (FAA) has a requirement that is
BIL- FUNDED
SIR/RFP FOR REPLACEMENT OF BOILERS AND PUMPS at RICHMOND AIR TRAFFIC CONTROL TOWER located at Richmond International Airport 5701 Gulfstream Rd, Richmond VA. The FAA contemplates a single Firm Fixed Price Contract award. The Screening Information Request (SIR)/Request for Proposal (RFP) is set-aside for Small Businesses (SB). Offers must be registered in System for Award Management (SAM). Offeror must meet all eligibility requirements contained in the terms and conditions of the entire SIR.
The NAICS code for this effort is 238220 " Plumbing, Heating, and Air-Conditioning Contractors" with a size standard of $19M. This project is funded by the Bilateral Infrastructure Law (BIL). See attached Uniform Bilateral Infrastructure Law Report located in the attachments and BIL clause 3.18-1 in the SIR document. Offeror must be willing to follow the additional reporting requirements associated with this BIL funded project. Site visit information is provided on page one of the SIR/RFP.
Each offeror must submit a proposal in accordance with the instructions in Section L of the SIR/RFP. Proposals will be evaluated in accordance with Section M of the SIR/RFP. The Government intends to make one award from this solicitation. This acquisition will utilize Lowest Priced Technically Acceptable procedures. A Firm-Fixed Price (FFP) contract will be awarded to the Lowest Priced Technically Acceptable (LPTA) offeror deemed responsible and whose proposal is responsive to the solicitation requirements.

Please include the 6973GH-24-R-00040 on the subject line of the email. Proposal submission date has been extended from 2:00 p.m. (Central Time Zone), January 11, 2024, to 2:00 p.m. (Central Time Zone), January 22 , 2024 and must be electronically submitted to the Contracting Officer, Bryon Nolan at Bryon.R.Nolan@faa.gov.
