The Federal Aviation Administration (FAA) has awarded a contract to Boca Systems Inc., Boca Raton, FL for acquisition of thermal flight enroute strips. The contract was awarded as an Indefinite-Delivery/Indefinite-Quantity contract with firm-fixed pricing arrangement. A market survey (6973GH-24-MS-00001) was posted to the SAM.gov web site on September 22, 2023. As a result of market survey responses, a small business set-aside was established. The FAA adopted a two-phase approach to accommodate this acquisition.
The first phase (identified as SIR1) involved offeror submission of non-converted material, thermal flight strips (bid samples) and technical documentation for testing and evaluation by the FAA against established specifications and standards. Only those offerors who submitted non-converted material, bid samples and required technical documentation that were found to conform to FAA’s specifications and standards were permitted to participate in the second phase of the acquisition process.
The second phase (identified as SIR2) involved the issuance of a Screening Information Request (SIR2) with submission of price proposals based on each successful offeror’s submission under the first phase.
SIR1 was posted to the SAM.gov website on October 12, 2023. Under SIR1, interested offerors were invited to submit a sampling of non-converted material and bid samples by November 14, 2023. Bid sample testing was completed in April 2024. Subsequently SIR2 6973GH-24-R-00019 was issued on May 1, 2024. Contract 6973GH-24-D-00069 was awarded on June 13, 2024 to Boca Systems Inc. with an estimated total value of $6,213,200.00 for the base and four option periods.
