09/12/2024 Period of Performance: 09/12/2024 to 09/11/2026 This is a Sole Source, Labor Hour Request for Quotation (RFQ), No. 693JJ624Q000021 issued by the Federal Railroad Administration (FRA) Office of Acquisition to support the research and development project entitled, “Tank Puncture Evaluation – Modeling and Testing using a Pendulum Impactor.” The Limited Source is supported by the FAR Part 8.405-6, Limiting Sources.
There is only one source, Sharma & Associates, Inc., that can quickly, cost effectively and at the level of quality required, continue this critical railroad safety test and simulation effort. It is recommended that the continuing work be awarded to Sharma & Associates (SA). SA has performed the prior conceptualization, prototyping, and testing efforts. The test setup and the associated laboratory facilities at SA are particularly suited to conducting the needed test efforts.
The test facility is unique and similar test setups at this scale are not available else in the US. This OPEN-MARKET solicitation is prepared in accordance with FAR Part 8, the acquisition of Federal Supply Schedule (FSS) items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04.
This solicitation is an UNRESTRICTED and the North American Industry Classification System (NAICS) code is 541715 with an industry size standard of $1000. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. It is the Contractor’s responsibility to be familiar with applicable clauses and provisions.
