Pre-Solicitation Notice - Federal Aviation Administration Cloud Hosting Services 2.0 (FCS2)

UPDATE:  This announcement is in reference to Notice ID 692M15-25-R-00009. The Federal Aviation Administration has posted a Request for Quote (1742912) for these Cloud Hosting services under the General Service Administration's (GSA) Multiple Award Schedule (MAS) Cloud Special Item Number (SIN) 518210C.  Only those vendors that have a GSA MAS for SIN 518210C can quote on this requirement.

PURPOSE:  The Federal Aviation Administration (FAA) contemplates issuing a Screening Information Request (SIR) for Cloud Hosting Services (FCS2) in support of the operational mission of the FAA’s Mission Support Operating Environment (MSOE), Research and Development Operating Environment (RDOE), Mission Essential Operating Environment (MEOE), and Mission Critical Operating Environment (MCOE) associated with day-to-day agency operations. 

DESCRIPTION:  The scope of the FCS2 procurement encompasses the commercial Cloud Service Provider (CSP) reseller services to support all FAA Lines of Business.  The FAA requires access to two CSPs:  Amazon Web Services (AWS) and Microsoft Azure.  The CSPs own and control the underlying cloud infrastructure and services.  The FAA cloud service consumers administer and utilizes CSP provided infrastructure and services via CSP provided consoles and Application Programming Interface (API).  The FAA cloud service consumer also has control over deployed applications and the associated data. The attached draft Statement of Work (SOW) describes the scope of this requirement. 

TYPE OF CONTRACT:  It is anticipated that this effort will be procured as a single award Indefinite Delivery / Indefinite Quantity Fixed Unit Price contract with a five-year ordering period beginning September 01, 2025.

NAICS:  The North American Industrial Classification System Code (NAICS) for this effort is 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.

ACQUISTION STRATEGY:  This procurement will be announced as a Lowest Price Technically Acceptable (LPTA) Unrestricted Competition.

ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the Screening Information Request (SIR) on or about 02 December 2024.  Additional details can be found in the SIR when it is posted to http://Sam.gov.
