Paving Improvements at Eisenhower and Snell Locks

A00001 The purpose of this amendment is to:

1. Incorporate the questions and answers.

2. Incorporate additional maps related to the soil disposal area. //NOTHING FOLLOWS// This is a combined synopsis/solicitation for commercial services (construction) prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated March 13, 2026. This requirement is being solicited as a Total Small Business Set Aside using FAR (RFO) Part 12 Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 36. The NAICS Code is 237310 – Highway, Street, and Bridge Construction with a small business size standard of $45.0M. The solicitation number is 6923G526Q0063. **NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing.

SCHEDULE OF SUPPLIES/SERVICES: See Attachment B –Pricing Sheet.

DESCRIPTION OF WORK: The Contractor shall install new pavement on the North (Operational) sides of both Eisenhower and Snell Locks. This includes the full removal of all existing pavement and subbase, and replacement with new subbase, binder course asphalt, and top course asphalt. All in exact accordance with this solicitation and attached Statement of Work (SOW).

CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12, subject to the availability of funds.

CONTRACT PERIOD OF PERFORMANCE: The contractor shall begin performance within 10 calendar days and complete within 120 calendar days after receiving the Notice to Proceed (NTP).

PLACE OF PERFORMANCE/ACCEPTANCE: The awarded contractor will perform services at Eisenhower Lock – 190A Barnhart Island Road, Massena, NY 13662 and Snell Lock – 145 Snell Lock Road, Massena, NY 13662. SITE VISIT: June 10, 2026, 10:00AM EST. Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662. Attendees shall confirm their attendance via email to chora.snyder@dot.gov no later than June 09, 2026, at 2:00PM EST. QUESTIONS DUE DATE: June 12, 2026, 2:00PM EST. Questions must be sent via e-mail to chora.snyder@dot.gov arriving no later than June 12, 2026, 2:00 PM EST. After this due date further requests may not be accepted due to time constraints. QUOTE DUE DATE: June 22, 2026, 2:00PM EST. Quotes must be sent via e-mail to chora.snyder@dot.gov, no later than Monday, June 22, 2026, 2:00PM EST. Performance (SF25) and Payment (SF25a) bonds are required ten (10) calendar days after award.
