CONSERVATION, RELOCATION AND DISPLAY OF HISTORICAL PAINTING

REVISED- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. The solicitation number stated above, and it is being issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, effective October 26, 2018. The Solicitation number is 6923G225Q000010 and is issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a fixed price purchase order.

The United States Merchant Marine Academy (USMMA) at Kings Point, New York is soliciting for the services of a qualified Conservator capable of performing Conservation, relocation and display of a historical painting. The Contractor shall provide all tools, labor, equipment, transportation and supervision necessary to conserve, relocate and display (remove from the basement of our Mariner’s Chapel and relocate to Wiley Hall) a portrait entitled “Christ on Water “.

. This is a Request for Quotation which will result in Firm Fixed Price (FFP) Purchase Order. The period of performance is from July 15, 2025 to October 17, 2025. See Attached Statement of Work (SOW). This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-06 Notice of Total Small Business Set-Aside which applies to this solicitation).

The associated North American Industrial Classification System (NAICS) code for this procurement is 711510 with a small business size standard of 9.0 Million. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USMMA will provide no hard copies.

The solicitation, consisting of various documents, specifications, forms, and drawings will only be available for download at no charge at the Contract Opportunities (formerly known as Federal Business Opportunities (FBO) website) https://sam.gov/contracting. Signed quotes are due NO LATER THAN 9:00 A.M. Eastern Standard Time (EST) time on Friday, July 11, 2025. BASIS FOR AWARD- A Single Firm Fixed Price Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest price technically acceptable (LPTA).

For purpose of Technical Acceptability, the Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the Quoter’s meet the requirements described in the Statement of Work. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation.

To be awarded this contract, prospective contractors must complete electronic annual representations and certifications and shall be registered in the System for Award Management(SAM) database at http://www.sam.gov . If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.

SITE VISIT: Site Visit will be held on Thursday, June 26, 2025 @ 10:00 EST at the Mariner’s Chapel located at the U.S. Merchant Marine Academy Kings Point, NY 11024. Adding additional site visits on July 2, 2025 and July 7, 2025 between 0900 and 1200. TERMS OF DELIVERY- Delivery shall be FOB Destination Delivery and acceptance of deliverables shall be FOB DESTINATION at the following location: U.S. Merchant Marine Academy (USMMA) 300 Steamboat Road Kings Point, NY 11024-1699 INVOICE SUBMISSION INSTRUCTIONS - The Contractor may submit invoices in electronic format.

(1) Electronic invoices shall be uploaded to https://einvoice.esc.gov/index.html . Electronic Invoice and supporting documentation shall be in Adobe Acrobat (PDF) format and shall conform to the following criteria or be subject to rejection: (i) Name and address of the contractor. (ii) Invoice date and invoice number.

(Date invoices as close as possible to the date of mailing or transmission.) (iii) Contract number or other authorization for supplies delivered or services performed (including order number and contract line item number). (iv) Description, quantity, unit of measure, unit price and extended price of supplies delivered or services performed. (v) Shipping and payment terms (e.g., shipment number and date of shipment, discount for prompt payment terms).

Bill of lading number and weight of shipment will be shown for shipments on Government bills of lading. (vi) Name and address of contractor official to whom payment is to be sent (must be the same as that in the contract or in a proper notice of assignment). (vii) Name (where practicable), title, phone number and mailing address of person to notify in the event of a defective invoice.
