Description
As published on SAM.gov.
The United States Coast Guard (USCG) intends to award a sole-source purchase order using the procedures at FAR 12.102(a), as it has been deemed that only one source is available to meet this specific requirement due to the Government’s need to procure PCS-400 Radar Simulator hardware and associated BCG Maritime Simulation Tool (MaST) software, transfer existing USCG MaST and radar simulation software licenses from legacy PCS-200 units, maintain compatibility with the legacy PCS-200 radar interface and performance characteristics, and use the one-time trade-in opportunity for three existing PCS-200VMS units.
The requirement also includes transition support for existing USCG training scenario files and Landmass Radar Databases associated with the current BCG simulation environment. This purchase order is intended to be awarded to Buffalo Computer Graphics, Inc. (BCG) for the procurement, delivery, installation/configuration support, license transfer, and warranty support of three (3) PCS-400 Radar Simulators, including required hardware, software, radar interface cable sets, documentation, and remote changeover support.
The requirements document in the form of a Statement of Work is attached to this notice. This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
