The United States Department of Agriculture (USDA), Office of Technology Transfer (OTT), intends to award on a sole source basis a Firm Fixed Price purchase order to Computer Packages Inc. (CPI), 11 N Washington ST Ste 300, Rockville, MD 20850-4265 The North American Industry Classification System (NAICS) code for this requirement is 541990 The Office of Technology Transfer (OTT) of the USDA's Agricultural Research Service (ARS) is awarding a sole source purchase order to CPI to manage its foreign patent portfolio.
This includes tracking and reporting on the status of foreign patents, paying annuities, taxes, and maintenance fees, and filing and prosecuting international patents using it’s own inhouse payment system. ARS is responsible for over 800 foreign patents, which correspond to 99 different U.S. filings. A real time online, in-house management system is a requirement of the SOW, and CPI is the only vendor that has the capability to provide all required services for this requirement.
CPI’s real time patent management system and CPI online are unique and offers features to perform the requirements of the SOW. These features are not available in other systems. CPI performs patent audit services and due diligence audits as part of their annuity services which are a requirement of the SOW. These audits are unique to CPI, and they are the only vendor who can complete these services.
These features are included and are required to provide additional safeguards and security for the Government’s patent portfolio and these features also provide the ability for the Government to have more control over its own portfolio. This level of safeguards and security is necessary to protect the Government’s intellectual property rights. Many of the Government’s patents are licensed to commercial partners, and we are contractually obligated to maintain these rights.
Without these additional safeguards in place, it is more likely that a mishap could happen, and the Government could lose valuable patent rights, and be liable to a licensee for not abiding by the terms of the agreement.

This notice is for informational purposes only and is not to be construed as a commitment by the Government.
Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
