Instruments and Laboratory Equipment Requirement Summary: Annual certified calibration and overhaul services of Honeywell PosiChek3 computerized Self-Contained Breathing Apparatus (SCBA) test benches. This highly specialized service must be performed directly by the original equipment manufacturer (OEM), Honeywell Analytics, to maintain operational certification and comply with National Fire Protection Association (NFPA) 1852 mandates for life-safety validation equipment.

4. Submission Instructions to Interested Parties This hereby constitutes a synopsis of the items included in this requirement. This notice is NOT a request for competitive quotes or proposals, and a written solicitation will not be issued. However, responses to this notice demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder critical mission objectives will be considered.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive solicitation for future requirements regarding this program. The Government will not be responsible for any costs incurred by responding to this notice. 5.
