The Department of the Navy, Naval Surface Warfare Center Philadelphia Division (NSWCPD). NSWCPD has a requirement to procure I/O Cables. It is in the Government's intention to award a firm fixed price purchase order, utilizing other than full and open competition (brand name) Harwin, Harbour Industries, American Electrical INC, Brady Corporation, Alpha Wire, and 3M.
Part numbers and quantities are listed below I/O Cable Header for two (2) 50 position rectangular receptacle connectors/ No greater than 2.422” (L), 0.564”(W), 1.560”(H), see Figure 1 for dimension details, Header cable exit hole located towards the top edge angled up at 45 degrees, “UP” Orientation label with an arrow located on the external face, under the cable exit pointing towards the cable exit. Four (4) screw holes to secure header to I/O Card compatible with P/N: 68G5, 3U OpenVPX Multifunction I/O Board.
Two (2) screw holes to secure header to 50-position rectangular receptacle.
50-Position Rectangular Receptacle Connector Crimp Gold 22 AWG, or equivalent/ P/N- M80-9415005 22 AWG wires with silver-plated copper conductor and extruded Polytetrafluoroethylene (PTFE) insulation, or equivalent/ P/N- M22759/11-22-9 AWG Polypropylene Plastic, Tin-Plated Copper Insulated Wire Ferrules, or equivalent/ P/N- MC1034 Heat-Shrink Wire Labels, or equivalent/ P/N- B33-94-2-342 Polyethylene Terephthalate (PET) braided sleeve or equivalent/ P/N: GRP-120NF12 Glass Cloth Electrical Tape, or equivalent/ P/N- 3M 69 Accordingly, NSWCPD is requesting information from any and all interested sources in order to make an informed determination regarding procurement strategy.
Respondents shall provide capability statements with specific information regarding their ability to provide the requirement stated above. Responding statements are not to exceed three (3) pages in length. Responses shall be in electronic format (Microsoft Word or PDF preferred). A cover page for the response shall be included. The cover page shall include:
The company name, address, CAGE code, Business Size Status for North American Industry Classification System (NAICS) Code 335931 and points of contact (Names, emails, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will only accept unclassified, electronic submissions.
Responses shall be sent to Contract Specialist Joseph Aprile at joseph.w.aprile2.civ@us.navy.mil within the subject line “51-0226.” All responses must be submitted by no later than October 10th, 2025. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals, the Government WILL NOT PAY for any information received in response to this pre-solicitation notice.
The Government WILL NOT compensate the respondent for any cost incurred in developing the response to this pre-solicitation. The Government WILL NOT release any information marked with a proprietary legend received in response to this pre-solicitation to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
