Notification of the SEC’s Intent to Award a Single Source Purchase Order to Lacuna Clientscope Limited

The U.S. Securities and Exchange Commission (SEC) intends to award a firm-fixed-price purchase order on a single source basis to Lacuna Clientscope Limited, Hyde Park House 5 Manfred Road London, SW15 2RS, for licenses to an online database of banking information on comprehensive bank and payments data. The NAICS code is 519290. The Contracting Officer has determined that Lacuna is the only source that can reasonably meet the SEC’s requirement in accordance with FAR Part 13.106-1(b).

The period of performance for the purchase order is anticipated to be one (1) base year with four (4) one (1) year options.

The SEC requires a access to an online database of banking information on comprehensive bank and payments data in order to identify current and historical, for the most recent three (3) years, U.S. correspondent banks’ records of funds transfer, such as wire activity and Society for Worldwide Interbank Financial Telecommunication (SWIFT) messages, when conducting investigations into violations of securities laws.

The SEC intends to award a purchase order to Lacuna Clientscope Limited on or about September 1, 2025. This is a notice of intent, not a solicitation. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
