Frontier Laboratories Multi-Shot Pyrolyzer

The U.S. Department of the Treasury, Internal Revenue Service (IRS), Office of Business Solutions Acquisitions (OBSA) intends to negotiate a Firm Fixed Price (FFP), sole source contract for a Frontier Laboratories Multi-Shot Pyrolyzer to QA Group, LLC DBA Quantum Analytics at 8301 New Trails Drive, Ste 100, Spring, Texas, 77381. The Frontier Multi-Shot Pyrolizer offers the unique capability of being able to inject samples more than once, at different temperature ranges, to acquire additional unique data.

The Frontier system is the only system capable of providing the multi-shot capability allowing for multiple samples at the same time. This is crucial in keeping a high level of efficiency as the analyst does not have to wait hours after each sample. This allows the analyst to inject multiple samples at the same time. The Frontier system is the only system that can reach temperatures of 700 degrees Celsius and at that temperature another injection can be made.

Examination at that exact temperature is what CI needs for sample specificity and that temperature cannot be reached with any other product. QA Group, LLC is the only sole source, authorized Agilent Technologies channel partner distributor for Frontier products in the United States and Canada for a Frontier Laboratories Multi-Shot Pyrolyzer.

The IRS Criminal Investigation (CI) Division Center for Science and Design (CSD) Chemistry and Question Document section has a need to purchase a Pyrolysis unit attachment for an existing Gas Chromatograph Mass Spectrometer. This action will result in a Firm Fixed Price (FFP) contract. The NAICS code is 334516. The small business size standard is 1000 employees. This announcement is in accordance with FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement.

This is a notice of intent to award using other than full and open competition and should not be considered a request for information on whether additional vendors have the capability to perform this service. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for more information or a copy of the solicitation will not be considered a response. No telephone inquiries will be accepted. Responses to this notice must be emailed to James Tryniak at james.m.tryniak@irs.gov.

All responses must be received no later than Noon, Eastern Standard Time (EST) on August 9, 2024 and will be considered by the Government. All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered.

Any responses received as a result of this notice, shall be considered solely for the purpose of determining whether to conduct a future competitive requirement. Responses will NOT be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Government.

Responses shall include, at a minimum, the following information: The name of your company; Company DUNS and/or UEI; POC name and contact information; The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and, A description of that product(s) and its overall capabilities.
