This Notice of Intent is not a request for competitive quotes or solicitation for offers. Letters and phone calls will not be accepted and will be considered non-responsive to this announcement. Only one responsible source and no other supplies or services will satisfy agency requirements. The delivery order will be made accordance with Federal Acquisition Regulation (FAR 16.505(b)(2)(i)(B) for orders not exceeding the simplified acquisition threshold of $250,000.

The North American Industry Classification System (NAICS) Code is 541519. The resulting delivery order will be for a period of ninety (90) days. The Internal Revenue Service (IRS) intends to award a 90-day bridge contract for leasing analog postage meters to the current incumbent contractor (4 Points Technology, LLC) whose located at 14900 Conference Center Drive, Chantilly, VA 20151. 4 Points Technology already has a contract with IRS for leasing 532 Quadient analog postage meters.

Quadient, Inc. (subcontractor) is the manufacturer of these analog postage meters. Therefore, only 4 Points/Quadient can be awarded this bridge contract. The IRS must retain the current analog meters until the procurement of its new digital postage meters. The 90-Day bridge contract will allow the IRS the necessary time to receive, deploy, and install the new digital meters before removing the analog meters from its network.
