Description

As published on SAM.gov.

The Internal Revenue Service (IRS) intends to award a sole source order to National Cyber-Forensics and Training Alliance (NCFTA), 2000 Technology Drive, Suite 450, Pittsburgh, PA 15219-3112, for the acquisition of annual NCFTA Memberships. The procurement will be made using procurement procedures in accordance with Federal Acquisition Regulation (FAR) 13.501, Special documentation requirements and 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements. The Period Performance will include a Base Year and four (4) one year option periods, and one (1) six month-option period for renewal at the discretion of the Government.

Background: IRS-CI Cyber & Forensic Services Section (C&FS) supports criminal investigations by providing tools and other analytical methods to properly identify, develop, and deconflict cybercrime investigations. Additionally, C&FS supports IRS-CI through the forensic acquisition, preservation, investigative analysis, and reporting of digital evidence; supporting and conducting online investigations; and other related digital evidence issues.

C&FS aggressively identifies illicit financial cyber activity and enhances the information to develop actionable intelligence to CI’s field agents. C&FS also provides technical cyber investigative assistance to CI’s field agents so they can meet their investigatory mission. The primary focus of CI’s Cybercrime section is to identify and dismantle criminal organizations involved in tax fraud, money laundering, identity theft, and other financial crimes with a primary cyber element.

NCFTA provides all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Cyber Forensic Analysis Support. The NCFTA on-site membership provides non-inherently governmental support through subject matter expertise to include research information from several databases. Research also includes a variety of ways to exploit back end information on websites: source tools to analyze websites and their ownership.

IRS-CI requires that these activities be performed in a FBI-cleared facility with personnel who have undergone background checks in order to preserve and protect the evidentiary chain of custody. In addition to the secured facility and personnel, IRS-CI requires that the contractor have an extensive array of information that has come from reliable law enforcement and industry sources.

The North American Industry Classification System (NAICS) code for this acquisition is 541690 and the Business Size Standard is $19M. This Notice of Intent is not a request for competitive proposals. However, all responsible sources who believe they can provide the services listed above may submit a capability statement to arrive no later than March 7, 2024 in writing to michael.w.miller4@irs.gov.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement, based upon the responses received, is solely within the discretion of the Government. Please note: A SOLICITIAOTIN DOES NOT EXIST. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
