Presolicitation Notice/Advertisement GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space:

1. Contiguous space on one floor is required.
2. At the discretion of the LCO, a test fit may be required to determine effective space utilization and efficiency of layout.
3. Normal operating hours are 6:30 a.m. to 6:00 p.m., except on Saturday, Sunday and federal holidays.
4. Offered space must be accessible 24/7, including use of elevators, restrooms, lights, and normal office equipment.
5. Offered space's floor load must be able to accommodate five (5) safes at 700 LB each and one (1) safe at 1,700 LB.
6. Thirteen (13) structured parking spaces for Law Enforcement Vehicles adjacent to the building are required and should be accessible 24/7. If the only parking available is beneath buildings or on rooftops of buildings, 24/7 access control measures are required to prohibit unauthorized personnel and vehicles from entering underground or rooftop parking areas.
7. Offered building must have an elevated commercial loading dock suitable for truck deliveries, using trucks without a lift gate.
8. If the space offered does not have ground level access, suitable passenger and freight elevators are required. At a minimum, one passenger elevator and one freight elevator shall be available 24/7. When a freight elevator is required, it shall be accessible to the loading dock.
9. The offered space shall be equipped throughout with an automatic fire sprinkler system in accordance with National Fire Protection Association Standard 13 (NFPA 13) as part of the shell rate.
10. Offered buildings/properties are subject to a risk/vulnerability assessment. The outcome of the assessment may result in the building not being technically compliant. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance and 0.2-percent-annual chance floodplain (formerly referred to as “100-year” and “500-Year” floodplain).
Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ). 1. Building name and address;
2. Contact information and e-mail address of offeror’s representative;
3. ABOA SF and rentable square feet available, identifying the specific floors and square footages;
4. Asking full-service rental rate per ABOA SF and RSF inclusive of a standard GSA warm-lit shell; 6. Operating costs per ABOA SF and RSF included in the full-service rates; 7. Submission by anyone other than the owner or manager of a property must be accompanied by written consent from the ownership granting authority to the representative in providing the information to the Government.
The U.S. Government currently occupies office and related space in a building under a lease in Baltimore, MD that will be expiring. The Government is considering alternative space if economically advantageous.
In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
