Provide updated configuration including network setup for supporting the NX package.

Update VGMDSS software package to current versions of applications and provide new Fleet Broadband capabilities to replace obsolete Fleet77 Satellite COMMS. Provide a radar overlay for the NX ECDIS to provide for displaying radar video overlay directly on the ECDIS chart.
