Notice of Intent to Sole Source with The MITRE Corporation

Pursuant to 41 U.S.C. 3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-3, “Industrial mobilization; engineering, developmental, or research capability; or expert services," the National Science Foundation (NSF) the Directorate for STEM Education (EDU) intends to award a cost-plus-fixed-fee task order on a sole source basis to The MITRE Corporation (MITRE) against their Federally Funded Research and Development Center (FFRDC) contract.

MITRE will provide technical expertise, assessment, and guidance to the National Science Foundation’s (NSFs) Directorate for STEM Education (EDU) in support of EDU’s efforts to develop implementation plan for the Federal Artificial Intelligence – Scholarship for Service (AI SFS) program. The period of performance will be one year from date of award. MITRE is the only one capable of meeting NSF's need and is the only organization of its kind that can provide this service.

As an FFRDC, MITRE has access to individuals and information beyond what a normal contracting relationship would provide or allow for. This access capability will further enhance their ability to support NSF/EDU on this requirement. The notice of intent is not a request for competitive proposals.
