Contract Change to Login.gov's Identity Verification Solution for Functional Area 3 - Identity Resolution

The U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS) Acquisition Division provides public notice of a modification to call order no 47QPCA24F0031 issued against GSA MAS Contract No. GS-10F-0482Y, BPA No. 47QPCA24A0011 to Celerity Government Solutions LLC dba Xcelerate Solutions, 8405 Greensboro Drive STE 930, McLean, VA 22102-5110.

This award was made on the basis of a limited source justification in accordance with FAR 8.405-6(a)(1)(i)(A) - An urgent and compelling need exists, and following the procedures would result in unacceptable delays. The Login.gov program required an emergency modification to Xcelerate Solutions call order no. 47QPCA24F0031 to add fraud products and tools to its identity resolution service to prevent and mitigate against the risk of further fraud on the platform.

At this juncture, the Login.gov program cannot award the FA3 - identity resolution service with fraud products and tools to any contractor other than Xcelerate Solutions because no other contractor’s solution is able to be integrated into the Login.gov workflow and also has an Authority to Operate (ATO) from GSA’s Office of the Chief Information Security Officer.

Without the execution of the out-of-scope contract modification associated with this LSJ, the Login.gov platform will be at greater risk for fraud attacks. Pursuant to Federal Acquisition Regulation (FAR) 8.405-6 (a)(2), GSA/FAS/TTS/Acquisition Division publishes this award notification in accordance with FAR 5.301, and provides the following award synopsis information in accordance with FAR 5.302 and FAR 5.207:
