This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice and file attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered with the System Award Management system (SAM).
Additionally, each offeror must obtain, and provide with their proposal, their Unique Entity ID. This is a 100% Total Small Business Set-Aside (FAR 19.5) solicited under NAICS 561210. The small business size standard for this NAICS is $47.0 47PM0024R0010 is issued as a request for proposals (RFP). An Indefinite Delivery /Indefinite Quantity contract (IDIQ) will be procured.
This solicitation and contemplated contract incorporate one or more clauses by reference, with the same force and effect as if they were given in full text. The contractor would be responsible to provide services including but not limited to, Boiler Plant and Chiller Plant Maintenance, Preventative and Predictive Electric Motor Maintenance, Emergency Boiler Rental Services, Reverse Osmosis System Membrane Replacement and Cleaning Service, Emergency Eye Shower Station Services, and Quarterly Maintenance on Air Compressors.
The equipment to be maintained and repaired at the CHRP includes six steam boilers capable of producing 1.5 million lbs/hr of steam at 250 psig, eight chillers capable of producing 17,000 tons of refrigeration, eight cooling towers, three emergency generators, numerous pumps, motors and fans, a fuel oil system, natural gas compressors, air compressors, and reverse osmosis systems, along with other associated equipment and systems.
The Contractor shall also provide management, labor, supervision, vehicles, equipment, and materials to perform administration and technical support for inspections, preventive maintenance, and is responsible for the efficient, effective, economical, and satisfactory scheduled and unscheduled maintenance, and minor repairs/replacement of equipment and systems located within the property line of the Central Heating and Refrigeration Plant (CHRP).
The anticipated period of performance is October 1, 2024 through March 31, 2025 for the base year (including the four (4) one-year option periods). The competitive range for this procurement is between $13,000,000.00 - $16,000,000.00 to include the base and option years.
The combined boiler chiller plant maintenance and other related services will be performed at the following location: Heating Operation & Transmission District, Central Heating & Refrigeration Plant (HOTD) 13th & C Street, SW, Washington DC (vii) FAR 52.212-1, Instructions to Offerors-Commercial and addendum, applies to this acquisition. (viii) FAR 52.212-2 Evaluation Commercial Items applies to this acquisition.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The Best Value, Trade-Off process is selected as appropriate for this acquisition because it is appropriate when it may be in the best interest of the Government to consider awarding to other than the lowest priced offeror or other than the highest technically rated offeror. (ix) A completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items, shall be submitted with proposal if not available through SAM at: www.sam.gov. (x) 52.212-4, Contract Terms and Conditions-Commercial Items and addendum, applies to this acquisition. (xi) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
Please see Section I. Contract Clauses in the attached solicitation for additional FAR clauses and provisions applicable to this acquisition. (xii) Please review solicitation requirement(s), terms and conditions and insurance requirements determined necessary for this acquisition in Section H, Special Contract Requirements. (xiii) All interested potential offerors should attend the site visit planned for June 11, 2024. Each company is to send an email with company name, name of individuals, email address for all individuals that will be attending the site visit by June 6, 2024, by Close of Business (COB).
Please limit the number of representatives of two (2) individuals per company due to space is limited. An email will be sent to the contractor on June 7, 2024 to indicate the time your company is schedule for the site visit. Site visit schedule will be from 9 -11 am and 1-3 pm.
The Government will not conduct a second tour of this facility. (xiv) All potential offerors are to submit all questions from June 11, 2024, site visit in writing to Mrs. Ingrid J. Blair, Contracting Officer via email: ingrid.blair@gsa.gov and Mr. Greg Westphal, Project Manager via email greg.westphal@gsa.gov , by June 17, 2024, by 3:00 p.m. (EST). (xv) Potential offerors may direct all inquiries pertaining regarding this solicitation in writing to Mrs. Ingrid J. Blair at ingrid.blair@gsa.gov.
A response will not be provided to telephonic requests. (xvi) All proposals are to be submitted electronically to Ingrid Blair at Ingrid.blair@gsa.gov . Proposals are due no later than 3:00 p.m. (EST) on July 10, 2024. Late submissions will not be accepted.
