THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS OR PROPOSALS. The Great Plains Area Indian Health Service (GPAIHS), Aberdeen, South Dakota, hereby submits a Notice of Intent to Award a sole source, firm fixed-price, purchase order under the authority of Federal Acquisition Regulation (FAR) Part 6.103-1(b), Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements. This Sole Source Purchase Order will be awarded to South Dakota Department of Health, UEI: J84PKUEWQ6Y5. The North American Industry Classification System (NAICS) code for this requirement is:

541380 – Testing Laboratories and Service $19. The object of this sole source award is to provide off-site laboratory test services; these tests are usually of the communicable type that need to be reported to the State Department of Health for the Wagner IHS Healthcare Center (WHC), Indian Health Service, Wagner, South Dakota.

South Dakota Department of Health can perform the tests and are the location they are reported to, so turnaround times to report and track are decreased., which can provide services to ensure uninterrupted patient care for a Period of Performance of One (1) Base Year. Responses to this notice must demonstrate clear and convincing evidence that competition of this requirement would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the agency.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The determination not to compete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement.
