Notice of Intent to Sole Source

The Naval Special Warfare (NSW) Command intends to award a Firm Fixed Price sole source IDIQ contract to SPARTA SOFTWARE CORP (CAGE Code 7M7Y4) for SpartaTrac Force Platform/Performance Testing Systems & Licenses in order to provide physical assessment of operator’s physical performance and identify risk factors that can decrease operational readiness.

This requirement will be fulfilled with the establishment of a five-year Indefinite Delivery Indefinite Quantity type contract issuing Firm Fixed Priced Task Orders with an overall maximum value of $500K. The sole source will be acquired in accordance with the Federal Acquisition Regulation (FAR) Parts 12 – Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures, specifically IAW the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) only one source available.

The SpartaTrac System has been used to assess NSW Personnel for the past 10 years and has collected unique jump profiles. Maintaining current capabilities as we attempt more in-depth analysis and Machine Learning to evaluate performance outcomes is a priority to sustain current efforts. Market research showed Vendors with similar products (2 identified) could not demonstrate in aggregation and analytics to connect, ingest, and reproduce historical Sparta data for current SOF operators.

Therefore only one source is commercially available to meet all requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received.
