The 436th Contracting Squadron will solicit a Base Multiple Award Paving Contract (MAPC) for Dover Air Force Base. The Base MAPC is an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract that encompasses a range of construction requirements. The primary scope of work includes, but is not limited to, the construction of asphalt and concrete pavements, curbs, and sidewalks, as well as demolition and removal services. Additionally, the contract covers the construction of stormwater structures, including trench drains, drainage inlets, manholes, storm sewer pipes, and other related miscellaneous appurtenances. These projects will be awarded through individual task orders.

Period of Performance: The contract has a total duration of 10 years, consisting of a 5-year base period followed by five 1-year option periods.

Magnitude: The anticipated IDIQ ceiling is for $25 million. Individual task orders are estimated to be between $2,000.00 and $1,000,000.00 and will vary in size and complexity. All work shall be in strict compliance with the specifications and drawings of the base IDIQ and each individual task order. This contract will be a set-aside for 100% small business concerns.

The applicable North American Industry Classification System (NAICS) code for this acquisition is 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45 Million. The Government intends to select four contractors for the Base MAPC award. The solicitation will be issued electronically on the System for Award Management (sam.gov) web page.

Once the solicitation is posted, it is incumbent upon all interested parties to review this site frequently for any updates/amendments to all documents. The Government intends to conduct a site visit for the proposed sample project. The exact date of the site visit will be identified in the solicitation. Any prospective contractors must be registered in the sam.gov database to be eligible for award.

Registration requires applicants to have a Unique Entity ID (UEI) from and register as a small business under Representation and Certifications. Registration may take up to several weeks to process. Recommend registering immediately to be eligible for timely award.
