620-22-700 Electronic Health Record Modernization Infrastructure Upgrades - Franklin Delano Roosevelt VA Hospital, Montrose, NY

INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for construction project 620-22-700 - EHRM Infrastructure Upgrades Construction Franklin Delano Roosevelt VA Hospital (Montrose VAMC), 2094 Albany Post Road, Montrose, NY 10548-1454.

PROJECT DESCRIPTION The Montrose VAMC is seeking a general contractor to completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for EHRM Infrastructure Upgrades as required by drawings and specifications. All installed cables shall be terminated at each end and documentation, labeling, and (where applicable) test results provided. This applies to all permanently installed cable types.

Building fiber will be plenum rated OM4 and OS2-10GB. In addition to replacing all of the communications cabling, an additional 20% capacity, in terms of cable count, shall be provided as shown on the drawings and specifications. All Copper replacement will be CAT 6A. CAT 6A and Fiber Patch Cords shall be provided and installed for all locations, including patch cords at the End User Device and at the TR.

Contractor shall complete the intent of project 620-22-700 in strict accordance with the SOW, drawings, and specifications. All work not specifically identified by the drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents.

ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the tradeoff procedures listed in the solicitation. The solicitation will be issued as a total Small Business set-aside. Offers received from other than Small Business concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million.

The solicitation will be issued in mid-March 2026. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
