SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Identity Authentication & Access Management (IAAM) System (LibLynx)
Contracting Opportunities Notice: 36C77624Q0349 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to COMAXSYS, LLC for a subscription to Liblynx. This is an annual membership with a period of performance of twelve month base plus four twelve month option years. The VA intends to solicit and negotiate with COMAXSYS, LLC., 39 Inverness LN, Suite 240, Easton, Pennsylvania, 18045-2187.
A subscription to LibLynx is crucial to the ongoing expansion and overall success of the organization. This service is specific to one contractor. This service is not available through any other business. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Library Network (VALNET) requires an existing, commercial, off-the-shelf (COTS), web-based, user identity authentication and access management system which will enable users to access online resources that the VA has subscribed to.
The system shall manage both (1) access to online resources, through a library portal that can be customized for each VA medical center and (2) user authentication and access, and will be made available to users throughout the VA. The goals of the VA for an identity authentication and access management system for electronic resources are as follows:
a. Providing nationwide access to an authentication system for electronic resources that exists at beginning of the subscription and are added or deleted throughout the period of performance of the subscription.
b. Promoting usage of online library resources and other VALNET services.
c. Providing identity and access control options to a variety of account managers.
LibLynx Subscription Shall Include:
a. Supply a combined method that will make available both (1) access to online resources and (2) user authentication and access to these resources.
b. Supply and maintain a web-based method of establishing self-registration accounts for VA staff.
c. Provide a system with commercial proxy Internet Protocol (IP) authentication.
d. Provide a system that supports Single Sign-On (SSO), ensuring that access can securely and efficiently be provided to VA staff with on-and-off-site access to electronic resources.
e. Provide a system with customized self-registration pages which allow users to self-register at their convenience.
f. Supply a system where individual users can be manually added, edited and removed by the administrators of the accounts, including the ability to set expiration dates for user accounts.
g. Provide a system which organizes user groups and allocates resource access at the individual or group level.
h. Provide a system where user groups can be based on a wide range of variables, including role, department and location.
i. Supply a system which can utilize a link resolver resource, such as Serials Solutions.
j. Provide expansive usage statistics on request to any account manager/administrator.
k. Supply a system which accommodates approximately 134 VAMC accounts, with the capacity to accommodate/add more accounts; plus, or minus potential five VAMC accounts.
l. Provide a system which accommodate approximately 20,000 personal accounts, with the capacity to accommodate/add more accounts.
m. Supply a system which functions independently from the VA computer network and requires no software to be loaded/uploaded to the VA computer network. This procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 519290 and the Small Business Administration Size Standard is 1000 Employees. This notice of intent to is not a request for competitive quotes.
No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
