THIS IS A SOURCES SOUGHT NOTICE FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. A SOLICITATION DOES NOT EXIST. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED.
The purpose of this sources sought notice is to conduct market research in accordance with FAR 10.002(b) to find potential sources to fulfill this requirement, to determine a range of estimated pricing, and determine if a small businesses set-aside is appropriate. The Department of Veterans Affairs (VA) plans to award a single firm-fixed price contract with a one-year base period and two one-year option periods. The anticipated NAICS code is 541690 Other Scientific and Technical Consulting Services which has a small business size standard of $19 million.
PROJECT INFORMATION: The VA, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting market research to determine if there are interested and capable businesses with the knowledge, skills, interest, and capability to provide hosting, support & services, and data integration for the VHA Advance Utility Metering System (AUMS). Please see attached DRAFT Performance Work Statement (PWS) for additional information.
SUBMISSION INFORMATION: All interested, capable, and qualified businesses are encouraged to reply to this notice.
Submissions must be emailed to Sandra.Johnson3@va.gov no later than 5PM (Eastern) on May 22, 2024. Please include the following information in your response: Company name, SAM Unique Entity Identifier (UEI) number, address, point of contact information (email/telephone), and, if applicable, any existing contract your business has that this work may fall under (e.g., GSA Federal Supply Schedule, Navy SEWP). A narrative regarding a review of the DRAFT PWS and, if applicable, suggestions for improvement.
Please identify if any sections of the PWS are ambiguous or unclear. A summary of similar work your company has performed in the past with references and contact information for each project. ESTIMATED pricing for the base year and each of the proposed two option years to complete the work as written in the DRAFT PWS.
Note: Service Contract Labor Standards will apply. Identification and verification of the company s SBA Certified business status. For small businesses only: For Service-Disabled Veteran-Owned small businesses (SDVOSBs) and Veteran-Owned small businesses (VOSBs), discuss your company s ability to meet the 50% limitation on subcontracting for services specified in VAAR clause 852.219-74. For all other small businesses, discuss your company s ability to meet the 50% limitation on subcontracting for services specified in FAR clause 52.219-14. Any additional information your company thinks will be beneficial for market research purposes.
SMALL BUSINESS SET-ASIDE INFORMATION: The type of socio-economic set-aside, if any, will depend on the responses to this notice and any other information gathered during the market research process. To be eligible as an SDVOSB or VOSB in VA s Veterans First Contracting Program, a small business must be registered in SBA VetCert. Registration may be completed at https://veterans.certify.sba.gov.
