The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) intends to enter into a sole source procurement for annual group membership to SST DirectTrust, 1629 K ST. NW, STE #300, Washington, DC 20006, in accordance with FAR 13.106(b).
The Veterans Health Information Exchange (VHIE) program, a VA program to support secure, electronic exchange of health information includes VA Direct Messaging which allows point-to-point, email-like sharing of health information. VA Direct Messaging requires a concrete mechanism for validation and certification of the Direct Messaging of electronic health care information. DirectTrust provides such a mechanism.
DirectTrust is a non-profit vendor-neutral alliance dedicated to instilling trust in the exchange of health data through four primary focus areas: serves as a forum for a consensus-driven community focused on health communication, standards development, accreditation, and trust services. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $23.5M. This notice of intent is not a request for competitive quotes.
No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
Interested persons are encouraged to furnish information by email only with Notice of Intent DirectTrust Membership in the subject line and responses are due on or before May 17, 2024, at 1:00 p.m. Eastern Time to this procurement s contract specialist, Glenn Saddler at Glenn.Saddler@va.gov, and Contracting Officer, Kymberly Morgan at Kymberly.Morgan@va.gov. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent.
Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Any response to this notice shall submit clear and convincing documentation demonstrating their capability to satisfy the requirement.
