INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) 586-22-703 EHRM Renovation Space Construction at the G.V. (Sonny) Montgomery VA Medical Center, 1500 E Woodrow Wilson Ave, Jackson, MS 39216 PROJECT DESCRIPTION: The Contractor shall provide all labor, materials, supplies, parts, and equipment to renovate Building 5, 4th floor.

The EHRM program office has requested that Cerner training and command center space be provided on-site to support EHRM deployment to the Jackson VAMC. The Research Department's fourth floor has been identified as an opportunity to fulfill this need labor and materials to install all components and materials. Work shall be scheduled with facilities management to minimize impact on the facility. After-hours and weekend work may be required. Check-in with the COR or M&O Supervisor before going to the job site and doing any work.

ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and will be evaluated in accordance with the Tradeoff procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220, with a size standard of $45.0 million.

The solicitation will be issued around December 2023. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. This notice is not a request for competitive offers.
