Center Mall Parking - NWI (VA-26-00085491)

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole-source, firm-fixed-price contract to The Center, LLC under FAR 13.106-1(b)(1)(i), Only One Source Reasonably Available. The requirement is for 199 parking spaces within a five-minute walking distance of the Omaha VA Medical Center. The Omaha VA currently utilizes parking spaces at The Center Mall. Based on market research, The Center, LLC is the only reasonable available source with sufficient parking capacity to provide 199 spaces within the required five-minute walking distance. The North American Industry Classification System (NAICS) code for this requirement is 81290 Parking Lots and Garages, and the Product Service Code (PSC) is X1LZ lease/Rental of Parking Facilities. This notice is not a request for competitive quotations. However, interested parties that believe they can meet the Government s requirement may submit a capability statement demonstrating their ability to provide 199 parking spaces within a five-minute walking distance of the Omaha VA Medical Center. Responses shall be submitted in writing to amanda.patterson-elliott@va.gov by 9/28/2026 at 10:00am CST. Information received will be considered solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
