SOURCES SOUGHT NOTICE Before responding please carefully read and consider the following:
Scrub Technician Services to support the Minneapolis MN VA Health Care System. This is a Sources Sought Announcement Only and no solicitation is currently available. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be posted. A response to this Sources Sought Notice is not an adequate reply to a potentially forthcoming solicitation.
All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government.
The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 561320 Temporary Help Services, size standard is $34.0 million.
NOTE: Please ensure that your registration in the System for Award Management (SAM) reflects this NAICS code if you are interested in the requirement. As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Description of Services: The Minneapolis MN VA Hospital has a requirement for four (4) On-Site, Full Time Equivalent (FTE), Scrub Technicians. Scrub Technicians shall be Board Certified by the ABS (http://www.absurgery.org) and currently certified in BLS, ACLS, or equivalency. The Minneapolis VAHCS (MVAHCS) is open 24 hours per day, 7 days a week, 365 days per year. The MVAHCS operating room hours are Monday through Friday 6:30AM to 7:30PM. Weekend hours are based on urgent and emergent cases.
Contractor s personnel must be on-site at the Minneapolis VAHCS in a timely manner in accordance with VA Rules and Regulations. Shifts shall be posted by the MVAHCS a minimum of three (3) weeks in advance. Contracted personnel will be scheduled Monday through Friday for the following shifts: 7:00AM to 3:30PM, 9:30AM to 6:00PM, and 11:00AM to 7:30PM. The daily tour of duty is eight and a half hours and includes a 30-minute unpaid lunch break.
On call services are required when the Minneapolis VAHCS clinic is closed, and includes evenings, weekends, and holidays. Contract personnel will rotate with VA staff to provide off hours call coverage. Off hours call coverage hours are:
Weekday: Monday through Thursday, 7:00PM to 6:30AM, Weekends:
Friday 7:00PM to Monday 6:30AM, Holidays: varies depending on the holiday. Call coverage may require contracted personnel to report to the MVAHCS to provide services. On-call personnel must be available with fifteen (15) minutes by phone and on-site within one (1) hour. This Sources Sought Notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this request that is marked proprietary will be handled accordingly.
The Government will not compensate an offeror for providing information in response to this notice. Furthermore, the Government reserves the right to cancel this requirement at its discretion.
