The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source contract under the authority of FAR 13.106-1(b) Only one responsible source and no other supplies or services will satisfy agency requirements, to Intricate Art Spine & Body Solutions for dry needle training services for Veterans Integrated Service Network (VISN) 23. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than August 30th, 2024 at 17:00 CT.

The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. In order for any respondent s response to be acceptable and considered their capability statement will need to include:

1. Current documentation that their organization is authorized to provide CEU's and accreditation from each of the following:

Providers of Approved Continuing Education (PACE), American Occupational Therapy Association (AOTA) and/or State Boards of Occupational Therapy for MN, ND, SD, IA and NE, American Physical Therapy Association (APTA) and/or State Boards of Physical Therapy for MN, ND, SD, IA and NE.

2. Signed narrative statement describing recent (within past 3 years) and relevant past performance providing pain care focused dry needling training programs.

3. Signed documentation of ongoing, regular provision of a formal dry needling certification training program provided by the vendor or subcontractor that comprehensively covers all of the requirements in the statement of work. When responding to this announcement, respondents should refer to Announcement, Notice of Intent.

If after August 30th, 2024 no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Intricate Art Spine & Body Solutions. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
