This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor in support of National Criminal Information Center (NCIC) Data Base in support of Omaha VA Health Care System, 4101 Woolworth, Omaha, NE 68105-1850:

Nebraska Dept of Administrative Services SAM UEI: JE62CSD5KGJ6 1526 K Street, Ste 190 Lincoln, NE 68508 This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements. This is not a request for competitive quotes. Market research revealed that Nebraska Dept of Administrative Services is the sole service provider for the NCIC database currently being utilized by Omaha VA Health Care System.

VA requires the NCIC service provided by the Nebraska Dept of Administrative Services for criminal history, sex offender, and missing persons searches to ensure the safety of the veterans. The North American Industry Classification System (NAICS) code for this service is 922190 (Other Justice, Public Order, and Safety Activities) and the Product Service Code (PSC) is R615 (Support Administrative Background Investigation.).

While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation that they can provide the NCIC information available to law enforcement agencies within the State of Nebraska.

Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above.
