Special Notice Special Notice Page 3 of 3 *= Required Field Special Notice Page 1 of 3 Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, Network Contracting Office 22, Regional Procurement Office West intends to negotiate a sole source contract for DA10 - IT And Telecom - Business Application/Application Development Software As A Service, other than full and open competition will be utilized to award to a small business firm for this procurement under the SAT, IAW 38 U.S.C 8127(b).

Competition is restricted on this procurement due to only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The associated NAICS code for this is 334111. The vendor will be TechAnax LLC, 14000 Crown Court, Suite 206, Woodbridge, VA 22193-1471 Description of services: The Contracting Activity intent is to acquire faxing services to support VA Long Beach Healthcare System, including Community Based Outpatient Clinic (CBOC) locations, from the incumbent, TechAnax LLC ( TechAnax ). TechAnax is the sole authorized SB distributor of OEM Cleo Communications faxing services.

The resulting contract will bridge the gap in service while a new contract is set in place. The Period of Performance is from 08/31/2026 to 09/30/2026. The location of the service will be at Tibor Rubin VA Medical Center, 5901 E. 7th Street, Long Beach, CA 90822-5201. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 PM PDT on 08/07/2026.
