The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This expertise includes proprietary methods and customization capabilities specific to Veteran Affair’s infrastructure. Continuity: Siemens Industry Inc. has been providing Digital Building Management Systems to the VA, demonstrating exceptional performance. Transitioning to a different vendor would involve significant costs and risks related to data integrity, system compatibility, and potential disruptions to critical services. Market Research: Thorough market research was conducted, and it has been determined that no other vendors can provide a comparable solution within the required timelines and technical specifications.
