The purpose of Amendment P0003 is to add and update the DBA Wage Determination CA202500018 dated 8/15/2025, remove the outdated version of VAAR Clause 852.219-75 (Nov 2022), and add the current and correct VAAR Clause 852.219-75 (JAN 2023) Deviation to the solicitation for completion. All other terms and conditions remain in full force and effect; no other changes. The purpose of Amendment 0002 is to attach VA responses to RFIs recieved and attach and update the price breakdown worksheet. The purpose of Amendment 0001 is to attach the site visit sign in sheet only, all other terms and conditions remain the same, no other changes.

570-25-501, Project Title: ATS Replacements in Boiler Plant, B3, B25, and T5 at Fresno VA. This is a firm-fixed price construction requirement.

Offerors must be able to provide materials, labor, tools, equipment, transportation, supervision, project management, and administrative support for the installation and replacement of several Automated Transfer Switches (ATS) for the Boiler plant, B3, B25, and T5 at the Fresno VA Medical Center all of the work cited in the Statement of Work (SOW), Specifications, and Drawings attached.

Government intends to award a TOPR firm-fixed price without conducting discussions with offerors; however, the Government reserves the right to conduct discussion if later determined to be in the best interest of the Government. The basis of an award is price only and price related factors included in this request for proposal. Offerors must be verified in the SBA's Dynamic Small Business Search as an SDVOSB to be eligible for consideration. This requirement is set-aside for SDVOSBs that are VISN 21, MACC GROUP 2 Contract Holders.
