OPPORTUNITIES DESCRIPTION Construction Service for Project No. 662-23-113, Renovate NIH Bio Safety Lab to Class 3 Level at VA Medical Center San Francisco, CA. This is a pre-solicitation announcement only. Solicitation documents will be available on or around May 29, 2025. The solicitation will contain all necessary proposal instruction.

This requirement is a total set-aside for Service Disabled Veteran Owned Business (SDVOSB) and is solicited for all eligible VA Sierra Pacific Network (VISN) 21 Multiple Award Construction Contract (MACC) Group 2 Holders. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $45M.

In Accordance With (IAW) VA Acquisition Regulation (VAAR) 836.204(f) Disclosure of the magnitude of construction projects is anticipated between $1,000,000.00 and $2,000,000.00. Questions regarding this pre-solicitation must be sent in writing to christopher.whipple@va.gov The San Francisco VA Medical Center requires the services of a qualified General Contractor to construct Project 662-23-113, Renovate NIH Bio Safety Laboratory to BSL-3 Level.

The general scope of this requirement is to completely refurbish and remodel the existing laboratory from roof to floor. This is to include removal of existing cabinets, benches, and furniture. Install new roof, interior walls, plumbing, electrical, ventilation, and flooring. Install new equipment, cabinets, and furnishings. All work is to be done in compliance with NIH BSL-3 Laboratory Standards.

The nature and requirements of this construction are fully exhibited in the attached Construction Documents which include complete drawings and specifications. The area of construction is located within the main hospital in Building 2 with area of work entirely on the 5th floor, effectively the west side of the building on the top floor. Infrastructure work extends beyond the normal areas of work to accommodate work to utility systems.

Special care is to be taken as related to impact surrounding clinical areas, and to schedule utility outages with minimal impact to patients in occupied areas. Noise, vibration, and dust control should be expected to be heavily managed with limitations strictly coordinated. Construction Management software is to be used in the completion of this requirement and will be provided by the government absent an established and acceptable platform utilized by the awardee.

The software currently in use is Submittal Exchange. The government will grant access to all parties associated with the General Contractor as requested by the GC project manager. The period of performance for this action is 270 calendar days from when the Notice to Proceed (NTP) is issued. (End of Opportunities Description)
