This is a SOURCES SOUGHT NOTICE in support of the Veterans Affairs White City VA Southern Oregon Rehabilitation Center and Clinics in White City, OR for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below. NCO 20 is not requesting quotes, offers, proposals or otherwise soliciting responses for this project. Interested parties are invited to provide feedback via e-mail to Charles.Dean1@va.gov.

Responses may be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by 11 February 2025 at 1500 Pacific Standard Time. Responses will not be acknowledged directly, but respondents determined capable may potentially be notified if a formal solicitation is issued for this project. If a formal solicitation is released, it will be released via Contract Opportunities on SAM.gov.

Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Interested parties shall provide, at a minimum, the following information:

1) Company name, address, and point of contact, phone number, e-mail address, business size, and SAM UEI.

2) The anticipated North American Industry Classification System (NAICS) code is 238220 Plumbing, Heating, and Air Conditioning Contractors. The largest a firm can be and still qualify as a small business for Federal Government programs is a size standard of $19 million dollars. If you believe a different NAICS is more appropriate, please indicate with your response. The Product Service Code will be Z1DA.

3) What additional information would the Government need to provide for you to be able to submit an accurate and complete offer if a solicitation were issued for this project?

4) Provide a capability statement (maximum of 2 pages) with enough information to determine if your company is capable of meeting the specific requirements for this project. Responses received that do not provide a capability statement or do not demonstrate capability without considering extrinsic information may not be considered for determining acquisition strategy, to include set-aside.

5) Does your company have any concerns with providing domestic end products to meet requirements to comply with Buy American and/or Trade Agreement Act regulatory requirements or awareness of any challenges to meeting these requirements?

6) If your company is a SDVOSB and/or VOSB, can your firm comply with the limitations on subcontracting for general construction outlined in VAAR 852.219-75 (JAN 2023)(Deviation)?

DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on companies who can provide construction services as summarized in the attached draft Statement of Work. More details may be provided including any drawings, specifications, or other supporting documents in a solicitation if one is issued. The statement of work and scope for this project may be subject to revision by the Government.
