Special Notice Special Notice Page 2 of 2 Page 1 of *= Required Field Special Notice The Department of Veterans Affairs intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Base Plus three (3) option year contract with the large business E3 Diagnostics, Inc. The procurement is for a long-term research and development project requiring the annual calibration of audiology equipment and reporting of audiometric data collected by ongoing research conducted over several years.

The North American Industry Classification (NAICS) code for this acquisition is 541715. E3 Diagnostics has provided this service since the onset of the research and continued use of the same specific calibration techniques and baselines is essential. Because there is only one provider able to provide this service, this procurement is limited to one source in accordance with FAR 13.106-1(b)(2) Soliciting from a Single Source, as no other supplies will satisfy the Agency s requirement.

The anticipated award date: January 19, 2024. This requirement is for: Department of Veterans Affairs Portland VA Medical Center 3710 SW US Veterans Hospital Road Portland, OR 97239 This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purpose of determining the marketplace for future procurements.

The Government will not pay for information submitted. This will be the only notice of the Government s intent to solicit, negotiate, and award to one source to satisfy this requirement.
