FSS BPA - 36C25724A0023 - Biomerieux Consumables

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 17, intends to award a Firm-Fixed priced, Base plus four (4) Option Year contract to Biomerieux/BioFire Consumables for procurement of the following services: Item # Description/Part Number* Qty 423742 BioFire RP2.1 Panel, 30 Tests 87 RFIT-ASY-0147 BioFire BCID2 Panel, 30 Tests 30 RFIT-ASY-0116 Filmarray GI Panel, 30 Tests 75 RFIT-ASY-0118 Filmarray ME Panel, 30 Tests 20 RFIT-ASY-0144 Filmarray Pneumo Panel, 30 Tests 30 RFIT-ASY-0138 BioFire Joint Infection Panel, 30 Tests 30 To avoid any wastage in resources, the reagents needed to be brand name.

The instrumentation currently in place cannot utilize third party reagents, as they do not currently exist, furthermore, their usage would void any current warranties tied to the instrumentation which requires usage of only the proprietary Biomerieux BioFire Kits. The BioFire instrumentation is government owned and, to procure a new instrumentation to accommodate different reagents would not provide best value to the taxpayer, and more importantly could potentially delay patient care.

These reagent kits will be used in the Microbiology Laboratory located in the Pathology and Laboratory Medicine Service s San Antonio Laboratories of the STVHCS. The executed contract actions are for supplies, which the Government negotiated with only one source. The statutory authorities permitting other than full and open competition for the requirement are 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
