South Central VA Health Care Network (VISN 16) Bridge BPA - Chemistry

The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) intends to award a short-term, firm-fixed price Blanket Purchase Agreement (BPA) to the incumbent contractor, Beckman Coulter, Inc under VA Federal Supply Schedule (FSS) contract number V797D-70260. The anticipated period of performance for this short-term BPA is October 01, 2024 through March 31, 2025 with one 6-month option available.

This acquisition will be conducted under the statutory authority as implemented by Federal Acquisition Regulation (FAR) 8.405-6, Limiting Sources. The Limited Sources Justification for this action will be included as part of the award notice. The South Central VA Health Care Network (VISN 16) requires continued instrumentation for 8 medical centers and 20 outpatient clinic laboratories until a long-term solution is in place.

The short-term BPA will continue to provide 43 automated clinical laboratory instruments, 4 automation lines, decappers and recappers, aliquoters, refrigerated stockyards, 36 Remisol Data Management systems, reagents, calibrators, controls, training, preventative maintenance, equipment repair, remote troubleshooting and interfacing of test results into the VA VistA lab package for clinician viewing in the electronic medical record.

Instrumentation is currently in place and validated for use for patient testing at each participating laboratory.

VISN 16 laboratories are currently obtaining these services using locally funded and awarded delivery orders against BPA 36C25618A0017 which expires September 30, 2024. NCO 16 intends to non-competitively award this requirement to Beckman Coulter, Inc on or about October 01, 2024. The North American Industry Classification Code (NAICS) is 334516, Analytical Laboratory Instrument Manufacturing with a size standard of 1000 employees.

This special notice serves as notice of intent to award a sole source BPA and is not a solicitation, request for competitive proposals, or a request for quotes. Any interested party that believes it is capable of meeting the requirement described herein may identify their interest and capabilities in response to this notice. Only emailed responses will be considered. All responses shall be submitted to the attention of:

Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services.
