This is a sources sought announcement only. This is not a solicitation for proposals and no contract will be award from this announcement. No quotes are being requested at this time. Furthermore, no "Draft" Request For Quotes (RFQs) or Statement of Work (SOW) will be available prior to release of the solicitation.
The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) intends to issue solicitation 36C25624Q0625 for Autopsy Services with Support Services for the New Orleans VA Medical Center (NOLA VAMC) located at 2400 Canal St., New Orleans, La 70119. The Contractor shall provide accredited Pathology Physician Services off-site for the Department of Veterans Affairs Medical Center, Southeast Louisiana Veteran Health Care System (hereinafter referred to as VAMC) located at 2400 Canal Street, New Orleans, Louisiana 70119, to perform anatomical autopsy services in accordance with the specifications contained herein to beneficiaries of the VAMC.
All physician(s) shall be accredited by the College of American Pathologists (CAP), the National Association of Medical Examiners (NAME) or an equivalent agency. All services provided by the Contractor shall meet or exceed all applicable standards of The Joint Commission (JC).
Contractor shall be responsible for providing either a partial or full autopsy (as indicated on the Authorization for Autopsy form), including standard gross and microscopic samplings, photography, neuropathology, and toxicology on cadavers prepared for transportation to the Contractor s facility. Cadavers shall be transported from the VAMC to the Contractor s location by the Contractor. The North American Industry Classification Code (NAICS) is 621511 with a size standard of $41.5 Million.
This requirement will be 100% set aside for SDVOSB. The VA anticipates awarding a firm fixed price purchase order type contract using Federal Acquisition Regulation (FAR) 12, FAR 13 and FAR 13.5. The electronic solicitation will be available for download on or around Thursday 4 April 2024, from the SAM.GOV website . It is the responsibility of those responding to the RFQ to obtain all amendments and/or applicable documents.
Contractors interested in submitting a quotation are instructed to hold all questions until the RFQ has been issued. NO PHONE CALLS WILL BE ACCEPTED. In order to be eligible for award, interested parties must be registered in the System for Award Management (SAM) at www.sam.gov. Responses to these sources sought must include the following information:
1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available.
2. Your company GSA/FSS contract number if available.
3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). All responses must be received in writing no later than 2:00 PM CST on March 22, 2024. Questions or inquiries will not be answered or acknowledged, and no feedback or evaluations will be provided. No solicitation document is available at this time; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately.
