520-24-2-542-0513: $ 52, 385.00 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: During the emergency repair of the primary circuit breaker that was damaged and replaced with the back-up circuit breaker currently in use; it was discovered that each breaker has two disconnects (Total 10 Circuit Breakers) that most likely damaged the initial circuit breaker. These disconnects are broken and need to be repaired to avoid power lost.
This electrical sub-system controls power to a variety of buildings on the campus and will directly affect patient care if not working properly. The estimated cost is $52,385.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Mississippi Power is the main power distributor for the state of Mississippi. They are the only vendor that can perform the repair while maintaining and monitoring the power to the building.
Therefore, not causing any interruptions to patient care. The electrical system on the Biloxi VAMC is of the utmost importance as it pertains to providing direct patient care for the Emergency Room and Hospital areas. We are going directly to the people / business who provide 24 hour / 7 days a week reliable power and components. This circuit breakers will be repaired to new and then the cause will be determined.
Not only is loss of power critical, but a company with the resources and technical personnel to determine the failure and prevent further damage to critical infrastructure is equally important. Description of market research conducted and results or statement why it was not conducted: Market research was conducted for this opportunity to determine, and everyone consulted, previous electrical contractors, all replied with the same answer.
MPC is the only contractor who can repair, troubleshoot, and correct while the system is operating under load. Power disruption will be minimal, and the quality is that this won t be an issue again.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
