The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) intends to issue solicitation 36C25624Q0370 for Emergency Homeless Veteran Housing Services (Community Based Residential Treatment/Beds) with Support Services for MICHAEL E. DEBAKEY VA MEDICAL CENTER located at 2002 Holcombe BLVD. in Houston, TX 77030. The Michael E. DeBakey Department of Veterans Affairs Medical Center (MEDVAMC) in Houston, Texas requires Contractors to provide community-based, residential services as part of its Social Work Service Health Care for Homeless Veterans (HCHV) program.

The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environments with sufficient supportive services to meet their needs and ultimately facilitate the improvement of their housing situation.

The Contractor shall provide housing, and supportive services to Homeless Veterans and/or their families in community-based Contracted Emergency Residential Services (CERS) facilities offering a safe and secure environment that supports their goals for recovery from homelessness. The Contractor shall be required to provide a low- barrier therapeutic and rehabilitative milieu and attendant services targeting the underlying factors contributing to homelessness.

The Contractor shall not be required to provide detoxification or other hospital level treatment. The contractor shall furnish all personnel, materials, and equipment to provide services necessary to perform Community Based Residential Treatment/Beds with Support Services to eligible beneficiaries of the MICHAEL E. DEBAKEY VA MEDICAL CENTER.

Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources). Responses to these sources sought must include the following information:

1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available.

2. Your company GSA/FSS contract number if available.

3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). All responses must be received in writing no later than 2:00 PM CST on January 19, 2024. Questions or inquiries will not be answered or acknowledged, and no feedback or evaluations will be provided. No solicitation document is available at this time; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately.
