Project: Replace Select Hot Water Heater Systems

The Saint Louis, Missouri VAMC scope of work details the sequential activities for the installation of four new domestic hot water generators for heating, their commissioning, and the subsequent removal of the existing four generators. The process ensures continuous hot water service throughout the transition. 657-27-107 Replace Select Hot Water Heater Systems at The Saint Louis, Missouri VAMC as required by drawings and specifications.

Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $500,000.00 to 1,000,000.00.

The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction $45.0M. 238220, Plumbing, Heating, and Air-Conditioning Contractors $22.0M, will also be accepted. The duration of the project is estimated to be 120 calendar days for the base CLIN after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 25 percent of the General Construction labor for NAICS Code 236220. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, registration in SAM (System of Award Management) is required and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective contractors must be registered in SAM (System of Award Management) and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vetbiz.gov. 

The solicitation, including specifications and drawings, will be posted to beta.Sam.gov (https://beta.Sam.gov) on or about September 16, 2026. The offeror is responsible for monitoring and download any amendments from the Federal Business Opportunities website, which may be issued to this solicitation.

The final site visit walk-through on September 22, 2026, and information session (pre-solicitation) will be scheduled, attendance is highly encouraged for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs. Location: Saint Louis VAMC JC Campus, Building #16, Room # A208 on 2nd Floor. Offers MUST confirm in writing to the CO that they plan to attend, by September 21, 2026, NLT 2PM CST.
