Intent to Sole Source Notice Philips Xper XIM Upgrades

The VA Saint Louis Health Care System intends to upgrade its Hemodynamic Monitoring System. The facility s current MERGE Hemodynamic Monitoring System is not compatible with the required VA-PAS Template needed for compliance with VHA Directive 1073(1) Moderate Sedation by Non-Anesthesia Providers. Furthermore, the current system is running on an outdated Operating System (Server 2012) and is not Cerner Compatible. The current system requires an upgrade to Windows Server 2019 or higher to remain on the VA Network.

A firm-fixed priced contract, base plus four option years is anticipated. The Veterans Health Administration prohibits the use of gray market items. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.

This notice of intent to sole source is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
