Cytogenetic Reference Laboratory Services

NOTICE OF INTENT TO SOLE SOURCE: The Veterans Health Administration (VHA), Network Contracting Office (NCO) 12 intends to negotiate on a sole-source basis with University of Wisconsin System dba State Laboratory of Hygiene, a VA affiliate, for cytogenetic reference laboratory services to support the William S. Middleton VA Medical Center located in Madison, WI. The North American Industry Classification System (NAICS) code for this requirement is 621511 with a small business size Standard of $41.5 million.

The authority for restricting competition on this requirement is 38 U.S.C. 8153(a)(3)(A), known as Sharing of Health-care Resources, which provides the authority to directly contract with an institution affiliated with the Department. This notice of intent is not a request for quotes or proposals. No contract award will be made based on quotations or proposals received in response to this notice. No solicitation document exists, and no telephone or email inquiries will be accepted.

Any responsible source who believes it can meet the requirement may submit a capability statement to Contracting Officer Robert Ruska Robert.Ruska@va.gov no later than Monday, October 6th, 2025, at 10:00AM (CST). A determination not to compete the requirement based upon the responses to this notice is solely within the discretion of the Government.
